Ok after some searching in the forums I found that the link on the wordpress site is for an older version of subscribe2. This is the newer version http://www.skippy.net/blog/2006/02/04/subscribe2-221/
I deleted the old one and installed this one successfully and all works well.

well I just installed that and went through the readme but when I try to update my settings in the options -> subscribe2 I get the error
“Fatal error: Call to undefined function: update_categories_cache() in /home/victory/public_html/wordpress/wp-content/plugins/subscribe2.php on line 704”
