Cannot inject GTM

Hello Google Site Kit Support Team,
I’m writing because the Site Kit plugin is not inserting either my Google Tag Manager (GTM) or Google Analytics code into my site, despite having enabled tag triggering on every page.
Site Details
- Consent plugin: Complianz with Google Consent Mode enabled
What I’ve Configured
- In Site Kit → Settings → Tag Manager, I entered my GTM Container ID and enabled “Load Tag Manager on site.”
- I set the GTM trigger to fire on All Pages.
- In Site Kit → Settings → Analytics, I entered my Analytics Property ID.
- In Complianz, I’ve enabled Consent Mode for both GTM and Analytics.
- I’ve cleared all caches and verified in preview mode that tags should fire on every page.
Troubleshooting Steps Taken
- Disabled every other plugin one by one (and even all at once).
- Disabled the Complianz plugin entirely.
- Switched to a default WordPress theme (no custom code, no child theme).
- Cleared server- and browser-level caches after each change.
Actual Behavior
- No
<script>snippet for GTM appears in the page source. - No Analytics
<script>appears either.
Expected Behavior
- Site Kit should inject both the GTM container snippet and the Analytics tracking code automatically on every page, respecting Consent Mode settings if configured.
Could you please advise what might be preventing Site Kit from inserting the tags? Let me know if you need any additional information or error logs.
