How to access network or wp-admin/plugins?

    I’m using WordPress 3.5.1
    I really want to install plugins but I can’t access wp-admin/plugins.
    I’m probably dumb but I thought I should type it in the address bar? Is that wrong? I have no idea how to access it in another way because I can’t find any GOOD instructions anywhere.
    BTW There is NO “Add New Plugin”.
    Found out that I have to do something in the network so I tried going to wp-admin/network.
    That says I don’t have the right privileges to access it. Also when I hover over “howdy [username]” there’s nothing except “Edit My Profile” and “Log Out”.
