Saved settings

I entered my settings and have clicked save several times. Whenever I try to test the email, I get this message
Notice: You have unsaved settings. In order to send a test email, you need to go back to previous tab and click “Save Changes” button first.
I’ve clicked save several times. Why is this happening? I don’t get the test email.
