One thing is clear that the issue is somewhere between Theme and hostgator as the same theme works fine on other servers and other theme works ok on hostgator. We are sure that the same theme is used on both the servers. Plugins used are also the same.
Why exactly hostgator server becomes slow with this theme is still a mystery.

Thanks for your response. Our CTO is already in touch with hostgator support I believe but we are not able to find out what exactly is going wrong from server side as the traceroute, ping results came normal. Currently, we are trying to match configurations on hostgator to those with Godaddy or Amazon servers, where site was working with better speeds despite worse server configurations. So far it has not helped. Anyway, I would ask our CTO to get in touch with you.
