All of what you have mentioned can be easily implemented via wordpress. There are numerous plugins that allow you to integrate a 3rd party newsletter manager to your wordpress website, one of which is newsletter manager, I’ve never used them but you can give that a shot. As far as managing the cms herself, you can give her Admin rights if you wish, or a lower level right such as a an author or contributor; this way she is able to only post new posts and pages, but not able to modify any visual or functional changes.
