I think I figured.
I installed the Brevo-developed wordpress plugin here https://ww.wp.xz.cn/plugins/mailin/
Then I enabled the plugin and chose to login with the API. Succeed. Sent a test email. It worked.
Then I disabled the Brevo-developed plugin and re-enabled Post SMTP. I used the same API in both plugins. Sending a test email. It worked.
Here’s what I see, it seems that the API feature must be activated in advance by using the API through the Brevo-developed plugin. Then after that API feature will just work normally. I know it sound weird.

Yes, it is a network site. I also asked hosting support for help. They said the problem was that I was running plugin Redis Object Cache and plugin LiteSpeed at the same time. They disabled the plugin Redis Object Cache and it works.

Are those blocks something you already have available (warranty terms).
The blocks created and edited only by the plugin Woocommerce Conditional Content. If the plugin is deactivated, all blocks created by the plugin disappear.
Is that short description editable using the block editor?
Yes. The short description can be edited in product detail page of Woocommerce.
I look forward to test the upcoming version of yours.

For example: I need to show blocks about warranty terms or delivery terms based on brands or categories or product ID. And the block will be shown right below the short description like https://i.imgur.com/dRgELji.png

I gave another check and the Google tool still shows markups.
After that, I re-enabled the plugin, then the Google tool shows no markups.

Then I checked with Google Structured Data testing tool.
