Ditto Colleen’s issue.
Version 2.7 was hunkydory. Updated to 2.8 and had to disable the plugin. After a fresh install, the same error appears.
Plugin could not be activated because it triggered a fatal error.
Fatal error: Call to undefined function a5_scripts() in /home/thisserver/public_html/wp-content/plugins/custom-login-page/class-lib/CLP_DynamicJSClass.php on line 21
Any ideas?

I decided to latch onto this post, though many seem to have the same issue – just naming the issue differently.
Basically it seems to be a certificate problem. As a result the content for the plugin is missing. This happens on a windows dev environment running on a WAMP server. The Internet connection is fine. wp 3.6.1
I have seen (but do not have the abilities for):
php-ssl-curl-error
and
the-secret-to-curl-in-php-on-windows/
Any thoughts?
Would love to be able to use the plugin, especially since it is included in some templates I have purchased.
