In the end i gave up and have to assume that WordPress is expecting a properly configured site to not throw any site health errors
I have decided to play it safe build the site on a working domain and then copy the files and database across later. I will then update the database ( I believe the domain is only in two places in the database so will just update manually).

Sorry for the confusion for 1. Yes i was editing an old block. When i create a new hero one it seems ok..For 2 though, when using “hero” I get the word “image” and sometimes a missing image icon if i choose not to use an image for a hero block. I can solve this by using a 1*1 pixel but seems a bit strange?
