In my opinion, the “Necessary” category is not permitted or is controversial for reCAPTCHA in Germany.
As far as I know, loading the PayPal scripts is permitted. However, the reCAPTCHA scripts must be blocked until the user has given their consent.
Since your plugin apparently can no longer be used without reCAPTCHA, you would have to display a placeholder instead of the PayPal buttons, with the option to grant consent for reCAPTCHA, and then load the reCAPTCHA scripts and display the PayPal buttons.
Of course, this isn’t particularly user-friendly and will deter some buyers.
Perhaps there is a better solution, but in my case, your plugin seemed to wait for reCAPTCHA if the user had not given their consent (“PPCP reCAPTCHA: Waiting for reCAPTCHA v3 to load…”).
To me, this means that the issue lies with your plugin, as it does not work when the reCAPTCHA scripts are blocked.

I have the feeling that it’s not working the way you described, and that I may have lost many sales. You said:
“If the user does not consent and the reCAPTCHA script is not loaded, the checkout will still function.”
If the user does not give consent, the browser console repeatedly displays “PPCP reCAPTCHA: Waiting for reCAPTCHA v3 to load…”. And when I click the PayPal button to purchase the product, an error is displayed.

In my case, this block is called “Inline SVG.” When you click on any WordPress block, a small toolbar appears above it. With the “Paragraph” block, for example, you can add a link. I think the same feature would be very helpful for the “Inline SVG” block.

I am so sorry, but I have totally misunderstood the “Exclude pageviews from these user roles” option and I think you need to make it easier for the user to understand. I assumed that it was a predefined list and that all users would be excluded by default. Only now have I realized that you can select the individual users. A checkbox or an empty list to which you can add the users would probably be better here.
Anyway, it seems to work now.

I have deactivated the option “Combine Js” in WP Fastest Cache, but Koko Analytics still seems to count my pageviews, when I’m logged-in.
Also WP Fastest Cache has an option not to show the cached version to logged-in users. So I am not sure, if that’s the problem.
I had originally also tried it with the IP address. However, I then deactivated this option again because I suddenly had a different IP address. I don’t know what was responsible for this, but it was too unreliable for me.

thanks for your help! I am sure that I am logged-in as an administrator. But I am using WP Fastest Cache and activated the option to combine js files:

yes I know and I did not do that. I think, that the notification „You have to set the Element Caching option of the Elementor plugin to Inactive“ from your plugin should appear directly after activating your plugin. Because I was editing WP-Fastest-Cache settings, clicked on save and only then the notification appeared. It is not entirely clear that the WP-Fastest-Cache settings have not been saved. When somebody then disables the Elementor option and checks the frontend, you may think that the caching is not working.

„You have to set the Element Caching option of the Elementor plugin to Inactive“
I thought that my WP-Fastest-Cache settings where saved nevertheless, but you have to do everything again after deactivating the Elementor option.
Maybe this should be handled otherwise in WP-Fastest-Cache.
