Thank you for your response! I updated the Image Hover Effects Ultimate plugin to version 9.8.2, but I am still experiencing the same issues.
After the update, I did as you suggested. I deactivated all of the plugins on my site, only reactivating the Image Hover Effects Ultimate plugin, and I am still experiencing the same issues. I also tried updating my PHP version, but still no change. The same problems remain.
The good news is that all of my existing shortcodes work as they should, I can make changes to them and even clone them, but I will need to create new shortcodes in the future.
Do you have any other troubleshooting suggestions?
Update: I was able to resolve the issues with the below code.

}Update! I was able to resolve my issue by installing a secondary plugin called “Custom Scrollbar.”

I understand. I also do not use IE, but I am always testing as many browsers as I can when I can. I will look into our analytics and test out a few of your theories. If I find a solution, I will be sure to share it here.
