There’s a page template that can sort of do this called Featured banner. When you edit your page, check the lower right-hand side area under Page Attributes > Template. The thing is it works only for actual pages and comes without sidebar.

I’m not sure how Translatepress works but I assume it doesn’t recognize the image on that template because it’s a background image in that case rather than an actual image tag.
Share a link to the page in question so I can have a look, maybe there’s a solution for what you need.
