sometime wordpress cannot write wp-config.php. You can create that put information about database host,user,password etc… there then it should work on refresh..
While installing did you check for the permission like most of the time in IIS by default does have write permission, or check for the default theme is there or not in wp-content/themes
your site is ok. did u use wordpress which theme u use. mine is edentech. You shoud also give some credit to wordpress or software u use…:)
