Creating a restricted page and redirecting the /shop page to it works. Thanks!
Here are the screenshots of the restriction settings:

I can confirm changes were saved and caches are cleared.
I tested switching the restriction setting to “Redirect” and the good news is that worked perfectly. So the problem only persists when trying to use the custom message option.

I also blocked the sample page just for the sake of comparison.
Surprisingly the /shop page is still visible while the sample page is correctly blocked:
https://amp.michaelmcdougald.com/shop/ – still not blocked
https://amp.michaelmcdougald.com/sample-page/ – correctly blocked
Maybe there is something else I’m still missing?
