I can make it go active for a moment but then if I refresh the plugins page it goes back to disabled status, for that brief period it will show up on my WP Settings tab but when I click through it redirects me to the 403 page.

Ahh.. please disregard this post. My issue had absolutely nothing to do with OceanWp — for anyone else experiencing this issue, simply disable ‘Use Jetpack Mobile Theme’ under your Jetback settings.
