I missed a step…of course I had to update WooCommerce database first.

Updating to WooCommerce 3.7 worked!
Specifically, I installed WooCommerce version 3.7.1 (last version of WooCommerce 3.7 per your recommendation)
Steps taken:
1) Downloaded WP Rollback plugin in order to be able to update WooCommerce plugin to an older version of WooCommerce (“older” as in not the current update version, but newer than my 3.6 version).
2) Made backups through multiple means
3) Performed WP Rollback install of WooCommerce 3.7.1
4) Flushed browser cache and retried RFQ quote request process on https://www.versakleen.com
5) Clicked “Proceed to Submit Your Quote” and no error. Emails came through and order showed up in WooCommerce.
