If you are creating several forums where you want to separate the forums with the user roles, first you need to create the same amount of Usergroups.City1 Usergroup users have access to City1 Forum
City2 Usergroup users have access to City2 Forum
…Now there you have 2 options, create User Roles For each Usergroup and Synchronize them to each other or use 1 user role, for example Subscriber, but give each user a different usergroup, that can be done manually.
In the second case, all the users would have website access but limited access to the forum by their usergroup.Forum: Plugins
