I have followed your screenshot settings and disabled the merging of JS and CSS.
Yes, the screenshots I provided were taken from the homepage. However, even when I switch to a page that does not have any widgets applied, I still see the same issue.
Regarding HTTP/2, you are correct. When WPO is deactivated, I need to wait around three seconds for the widgets to appear in Appearance > Customize > Widgets. However, when WPO is enabled, the widgets never appear, no matter how long I wait.

I wanted to follow up regarding my issue with the Appearance > Customize > Widgets section. I did not experience the issue shown in your screenshot.
When I click on Appearance > Customize > Widgets, I am unable to edit the widgets, as shown in this screenshot: https://snipboard.io/7YPf1q.jpg.
However, after deactivating WP-Optimize, I am able to edit the widgets without any issues, as shown here: https://snipboard.io/lRpqgV.jpg.
Could you please look into this?

I followed the instructions in the image and disabled the “Process HTML (works only when cache pre-loading)” option, but the issue remains unresolved.
When I go to Appearance > Customize > Widgets, I still see the message:
“Your theme has 17 widget areas, but this particular page does not display them. You can navigate to other pages on your site while using the Customizer to view and edit the widgets displayed on those pages.”Please let me know if there are any other steps I should try.
I have found that the issue disappears when I disable WP-Optimize.

Could you please guide me on how to check and disable this setting? I only see the option “Serve cached pages to logged in users” under Cache > Page cache, and it is currently disabled.
Is there anything else I should check?

After disabling Redis, purging the minified files, and running the preloader, the Minify cache is now being generated successfully. I appreciate your help in resolving this issue.
I have one more question: Can I re-enable Redis after this, or would it interfere with the minification process again?

Thank you for your response and guidance. Here are the details you requested:
Regarding assets excluded from minification: I believe there are none. In my settings, both “Exclude JavaScript from processing” and “Exclude the following CSS files from processing” fields are empty.
I have enabled merging of CSS and JavaScript files and then purged both minified files and page cache. The PHP debug log shows no errors related to WP-Optimize.
I ran the preloader as suggested, and it completed without any issues. It shows:
