I just searched and found the answer.
It is installed by default thru getflywheel hosting.

turned off all plugins and the problem still exists.
have a support ticket with my host (getflywheel) asking if it’s their install.
I’m using the Elegant themes Divi 3 theme and the plugin is not related to that theme.
I’ll post back when i hear from the host.
