Cory, thanks. I was able to restore the site by extracting the *installer-backup.php file from ZIP. Looks like the problem I experienced was because the installer.php file was matched to a prior ZIP, so I needed to replace that with the correct version.

Realized I needed to disable plugins one by one to see if the problem was a plugin conflict. Once I disabled SG Optimizer – popular plugin from Siteground, utomatically is activated for all WordPress sites on their platform – I was able to reassign media item categories using “Bulk assign.”
Strange enough, upon reactivating SG Optimizer I tried again and was still able to reassign media categories. So, I assume the problem involves server-side caching since the page is making a server round trip once I click “Apply.”
There is a “Purge SG cache” button for their plugin which I’ll try if it happens again. If you know of another potential reason please let me know. Thanks.

a) See the three progress dots but the process doesn’t complete or take me to the Thank You page.
b) However, the new name and signup info is in the petitions database.
c) No Confirmation Emails are sent.
All this was working a few days ago, then I installed two new Plug-ins and upgraded from WP 3.6 to 3.6.1. I deactivated the new Plug-ins but the problem persisted. So, I now suspect it was the upgrade from 3.6 to 3.6.1 but have no established rollback procedure. I note the Speakup Plug-in is only tested up to 3.5.2.
Help!
