Alternatively, can I use the user registration add-on? The value I need to validate is the Identity number of the person, which can be imported into WordPress as user ID and I can set the default password for them. So on the first page of the form, the Identity No and Password fields are shown and they have to pass this validation before they can proceed with the other pages.

Yes it can be done, they are using shortcodes so you can place the filters anywhere. And it can filter even the Nimble portfolio categories. You can also create meta data and use them as filters as well.
