Same thing happened to me. Used 3 different verified emails, still doesn’t work.

I took a chance, and under Settings>General>Site, the address there was localhost/wordpress. I changed the site to my server hostname, hostname/Wordpress and tried to login with http://hostname/Wordpress/wp-login.php, and it worked.
