As per your query, if you want to visible Refund button then follow these steps. You can easily go to the Woocommerce -> RMA Setting -> Refund Products and set the following points.
1)Enable Refund Request.
2)Set the maximum number of days.
3)Select the order status in which the order can be Refunded.

As per your query, it is not possible,
The multisite feature allows using the wallet plugin in each subsite. If you want to withdraw the amount from your wallet it will send a request to the admin of that subsite only not to the super admin.
If there is a user who has an account in many subsites ( common in all subsite ), if you add the amount to his/her wallet it will show the same amount in all subsite.

We have checked this plugin at our end. It’s working fine, there may be some concern with your site or theme that’s why you are facing such an issue.
Please install the plugin on a fresh setup and run a test.
