I am on Step four, but http://localhost:8888/htdocs. Doesn’t work.

I don’t know how to download ww.wp.xz.cn,I downloaded the .zip, then using winrar to view it. But I don’t know what to do from there.
I downloaded the wordpress ‘plugin’ from my bluehost c-panel.
How can I install the ww.wp.xz.cn file?
