unfortunately we as DHL Paket Germany don’t offer this service of linking parcels anymore.
If you want to refer one parcel to another for internal allocation you can use the reference number in GKP.

have you already tried the “test connection” button with a positive result? If so, your account details should be right. In this case please try to create the label in a few hours again. It should work then.
