I am having the same issue. What is the WP Mail Log that you referred to, an additional required plug-in? I have used this for more than a year and then after an update it started the spinning wheel. I have uninstalled all my plug-ins and only re-installed ones I am using, tried a different theme, among other things and cannot get the form to submit.
