I think this actually happened because I updated the theme to the current one.
I have also contacted the person that created the theme but they have yet to get back to me.
I have also performed your temporary fix and that seems to have sorted the issue.

I have tried setting different conditions, such as N/A hoping that products marked free shipping would just be free shipping. I’ve set a value amount and when that’s set the fee shipping is anyways an option in the cart no matter the value.
