I am having the same problem. Can’t see my plugins. This is the second time I have installed WP. I lost all my content so I had to start all over. But still no plugins.
I’ve tried changing the theme. No luck there.
I can deactivate them and delete them but they don’t pop up on my left sidebar. I’ve tried renaming the files like you did above but it didn’t work for me.Can anyone help?
I have this problem with both my blogs so I must be doing something wrong.

Where can I find the wp-options folder? Based on the link you gave me, after I deactivate them, what do I do?
I have tried deactivating all the plugins and deleting some. I only kept one just to test with. The All-in-One-SEO plugin. I downloaded a fresh one but still nothing.If I download WordPress again, won’t I lose all my content? I had problems with themes before and had to uninstall WP and re-install it again. I lost all my content that way and had to start all over again – still with no plugins functioning.
Both my blogs have this problem. I don’t know what I am doing wrong. I’ve searched through the forum or the past 5 days trying to find a thread that can help me. They were slightly different situations or the solution was not posted.
If anyone has had the same problem and whose figured it out, please help me!
