WP CLI also downloads the media automatically (with your import command).
The problem may be different. Does your all.xml file contain media files? Are media files available?
So the attachment in the all.xml file is:
<wp:attachment_url>https://wpthemetestdata.files.wordpress.com/2008/06/canola2.jpg</wp:attachment_url>
