As of now, the plugin only works within the_content context. Since the Oxygen builder does not necessarily leverages this, Joli TOC will not be able to alter any heading that’s outside of this context.
I believe there is “content” module in the Oxygen builder but feel free to share your page template so I can have a better understanding. You can send it to [email protected] if it’s more convenient for you.
Update: Super-interesting but it seems the plugin is only applying the ID’s to the_content when Auto-Insertion is enabled; not when a shortcode is invoked.
I think this is a bug.I think this is because of the shortcode being placed outside of the_content. In this case you might want to force IDs generation using the “Widget support mode” which was originally designed for the TOC being placed in a sidebar widget (outside of the_content context).

Joli TOC leverages the list
lielements, and there are some default stylings with a CSS specificity that covers most use cases.However, in some cases some themes have default styles for list elements with a higher CSS specifity, or with extra CSS properties, which can cause a Joli TOC theme to look slightly different than it should be.

Unfortunately there is no other way currently than placing the TOC manually if you want to insert it after the first H2.
However, a new option could be added in a future update so that it covers another use case. I will try to let you know.
