Thank you for your detailed feedback. I understand the concern, especially given your role in teaching and supporting WooCommerce in Hungary.
This issue was addressed in a recent WooCommerce update, and we’re currently unable to reproduce it. Rather than relying on a workaround, it would be best to investigate why it’s still occurring on your site.
On your development site, please set the Thousand Separator to a dot, the Decimal Separator to a comma, and the Number of Decimals to 2. Then, disable all other plugins, including Elementor, and check if the Free Shipping issue still occurs. This will help us determine whether something specific in your setup is causing the problem.
Meanwhile, I recommend settings a up a basic free website at TasteWP.com and try same settings there. I want to check if this issue is occurring on a different server for you.

Thank you for sharing more details.
You don’t need to use custom PHP code to prevent duplicate New Order emails, as this issue should not occur under normal conditions.
I also noticed there are auction-related emails in the logs. Could you repeat the steps with only WooCommerce active and all other plugins disabled, then share the logs with me? I want to rule out any interference from other plugins affecting the default WooCommerce behavior.

I understand that you’re unable to replicate the issue yourself, but customers are still reporting it.
I reviewed the system status report, and everything looks fine there. Is there any common factor when the issue occurs, such as specific products, the customer’s device, or the customer’s region/country?
For now, I recommend disabling the cache and monitoring the site closely. I need more information to accurately identify and troubleshoot the problem.

I see you’ve reactivated the plugins and are no longer using a default theme. To investigate further, please deactivate the plugins and switch to a default theme. If this isn’t possible on your live site, consider using a staging site instead.
I tried to reproduce the issue on my test site but couldn’t, which suggests the problem may be specific to your setup. Having a staging site will allow me to troubleshoot this issue more effectively.

If the problem persists, I recommend running a conflict test by switching to a default theme like Storefront and disabling all plugins except WooCommerce. This will help identify if a specific plugin is triggering excessive Action Scheduler activity.

I reviewed the error log and found two recurring issues: “Free product not supported by Express Checkout” and generic “Card Declined.”
Have you contacted Stripe support to get more details about the failed transactions? Their insights could help us narrow down the cause.
Also, how many orders are successfully processed compared to those that fail? Understanding the ratio will help identify if this is an isolated issue or a broader problem.
I suggest placing a test order using your own credit card, create a low-priced test product if needed. If the transaction fails, contact your bank for details and share their response with me.
Finally, check if there’s a pattern among failed transactions, such as specific products or repeat customers, that could point us toward the root of the issue.

The report looks fine, and the fatal error logs don’t appear to be related to the issue.
Do you have new orders after this order that worked fine?
Could you let me know how you confirmed that the order was paid? Also, do you see this order ID listed in your payment gateway?
