I should say at the outset that I don’t do much with programming these days, but I don’t think this is a bug. I think I’m just missing some configuration information or perhaps I am using the wrong utf character set.

It’s all very frustrating to me because before Guttenberg I didn’t have to be concerned about any of this, I could just write. Now all of a sudden I am enmeshed in large amounts of program code issues.

I do thank you for trying to help.

Apologies–I accidentally uploaded my question to the wrong forum.

Thank you. I installed and ran “Health Check” and everything I have installed seems in order. It suggests upgrading to MySQL 5.6 from 5.5 and I will be happy to try to do that if it is relevant to my problem. It also reports that “Your MySQL version supports utf8mb4”. Does this mean complete unicode character support (for Greek, Hebrew, etc) or do I need something different if I want to be able to display those character sets?

    Your help is deeply appreciated.

Ok, I figured it out. Just in case anyone else has the same problem, I just had to add “wp-login.php” to the end of my blog address.
