Thanks. I reworked my config files and now it works.
I’ve forgot to create .htaccess and to apply the correct chmod profile in the wp directory.
I was unsure where to place FollowSymLinks and AllowOverride All.
I had to put it in tha etc/apache2/sites-available/000-defaulp.conf file and not in the wp-directory

The SPAM BLOCKER plugin conflicts with the dashboard. I had to remove it and all returned to work.
Yes, I flushed the browser cache (I also tested with other browser).
Yes I installed plugins and one theme.
Can I manually recover the Tools? I have to reinstall wordpress (without loosing data)?
