Hi Daniel,
Your right, the info is not sending back to woocommerce if you cancel a shipment on Packlink.
You can duplicate the order on your woocommerce and then push it to Packlink from your order panel : Click on the button “Ship with Packlink”

Yes you can, on our module on the carrier level you can set up shipping rules combined with weight and cart amount.
Click on “Edit” on the carrier level then setup your shipping rules.

This is not an issue as you can apply other VAT on the shipping cost and this will be calculated separately.
On our module > Woocce > Settings > Tax and then you can add the tax on th shipping.

Thanks you contact us, which VAT are you applying?
Ex: If VAT is 21% you should do: 40/1,21 = 33.06 this is the amount without vat.
The VAT on services is calculated separately of the VAT applied on product

our pluggin is launching several call per minute in order to update the orders status tracking…
This cause in some server a surcharge. The issue is if we don’t realise those calls our users will not have the data in live.

You can set up an average Default parcel with fix prices.
