Does it mean that something is blocked?

I have follwed the a. m. steps and can tell you the folllowing:
1) As I have already told you, there had been no recent logs, only a few older ones.
2) A fresh install did not work. I received a fatal error. Then I checked the error log and got this:

3) Deactivating plugins and changing the theme did not change the error.
