You will need to reload the pages before you see any changes.
I have just tried this in my install and and as soon as I re-load the page the Cron schedule is set according to the timings in my settings tab.
When you say timers, what do you mean?
Can you take some screenshots?

The plugin does not control the level of access/permissions that it has so there is something on your server/hosting that is stopping the cron jobs being saved.
I also don’t think that it’s a WP issue, particularly if you have installed a fresh copy. It’s far more likely to be server side.
Your log says that the action is denied by the server configuration. It likely that you hosting has a security module that is preventing this. You will need to check with them if this is the case and ask them to bypass any rule that it may be triggering.

Two weeks would not be enough, we normally say every 1- 5 minutes. I Would also do the following
– Check if your server or hosting provider has limitations or restrictions on cron jobs. If there are restrictions, you may need to adjust your site’s cron schedules or discuss these restrictions with your hosting provider.
– If WordPress doesn’t have sufficient permissions to write to the files and folders it needs to, this type of error could occur as a result. Ensure that WordPress is able to write to the
wp-cron.phpfile and the/wp-content/directory.– Try deactivating all of your WordPress plugins temporarily, then reactivating them one by one. This can help to identify whether perhaps one of your plugins is causing this issue.
– If your PHP memory limit is too low, WordPress may not be able to execute cron jobs effectively. You can try increasing the PHP memory limit in your server configuration (https://woocommerce.com/document/increasing-the-wordpress-memory-limit/)

This looks like there might be a conflict.
In the two sites where the site is not working is there a common plugin theme?
If so can you try deactivating it and seeing if the issue persists?
Are all the sites on the same hosting?
Can you post your php error log from the site that did update some but not all plugins?
You will need to post it using a tool such as pastebin.com

Do you see an explanation mark next to any of them, doesn’t have to be UpdraftPlus, can you take a screenshot.
Can you also try setting your schedule to manual and saving your settings then setting up the schedule and saving it again?
