FWIW, I read somewhere that the dev team is considering removing that feature in a future WordPress release.
Open an Incognito window, log in to your dashboard and see if notifications work on not.

Those emails are not generated by Jetpack. This is a WordPress feature. You can disable those notifications by using core filters. Here’s the guide:

A newer version of Jetpack is available (8.8.2). Please update to this version and see if the slowdown issue goes away.
I also recommend disabling all your plugins except for Jetpack and then enabling them one by one to see if there’s a plugin that’s conflicting with Jetpack.

I tested the Reader on the latest version of Chrome (same as yours) and it’s working without issues.
